Judicial
Committee Meeting
The
FEI Judicial Committee met in Paris (FRA) on 27 and 28 August
2002. The Committee dealt with several pending judicial matters
and held a hearing with one rider.
The
decisions for the individual cases will be published in the FEI
Bulletin as soon as the appeal periods have passed.
Behaviour
cases:
The
Judicial Committee reviewed cases in which it had been alleged
that competitors had not followed the instructions of officials
at events. The Judicial Committee strongly emphasised that all
participants in an event must respect instructions of officials
in order to ensure the paramount principles for the promotion
of equal and fair conduct of events and accepted standards of
sportsmanship.
The
Judicial Committee considers the disrespect of officials as a
serious contravention of the rules.
Positive
medication cases for horses:
The
Judicial Committee held one hearing for a positive medication
case; the decision will be published once the appeal period has
expired.
Other
positive medication cases were reviewed which involved young riders
or where the Person Responsible (PR) for the horse was considered
to be both the rider and the owner of the horse.
The
Judicial Committee reminds competitors that the National Federation
or the Chef d'Equipe must nominate the PR at the event for horses
ridden by competitors under the age of 18 years.
Under
the rules, the PR is the person taking part in the event with
the horse; however, the owner or other such responsible person
may be held accountable in certain circumstances. The Judicial
Committee may penalise several Persons Responsible for a horse
if necessary. (see FEI GR Art. 142.2).
The
Judicial Committee also reviewed the procedures in connection
with medication control for horses including legal procedures.
The aim of such review was to shorten even further the time periods
for processing of the majority of the cases. For cases in which
a deliberate attempt to affect the performance of the horse is
suspected, the Judicial Committee may further investigate all
aspects of a case including requiring the PR and/or other implicated
persons to provide additional evidence and testimonies.
Based
on the number of positive medication cases of horses reviewed,
the Judicial Committee reminds competitors that any veterinary
treatments of horses at events is strictly prohibited unless such
treatments are performed in accordance with the rules and regulations.
Possession and use at an event of syringes of any kind by anyone
unless provided for under the rules is strictly prohibited. (See
FEI Veterinary Regulations Annex III & VII).
The
Judicial Committee reviewed the minutes of the Ad Hoc Medical
Committee and provided some useful comments. The Chairman of the
Judicial Committee will join the Medical Committee at their meetings
during the World Equestrian Games in Jerez ESP.
FEI
Gandini World Jumping Riders Rankings
With
no surprise, Ludger Beerbaum is the undisputed leader of the rankings
with 3632 pts, followed by Rodrigo Pessoa (BRA) and Rolf-Göran
Bengtsson (SWE).
Lars
Nieberg (GER) went up two places and is now 4th, as he only dropped
a limited number of points last month.
Markus
Fuchs (SUI) went up from 8th to 7th place. He won 100 points at
the Nations Cup Final in Donaueschingen, 155 in CSI Vakenswaard
and 65 in CSIO Villhemsborg.
Michael
Whitaker (GBR) went up from 15th to 13th place thanks to his good
results in CSI-A la Coruna (he placed 3rd in the Grand Prix).
Jeroen Dubbeldam (NED) progressed as well thanks to his good performance
at CSIO Rotterdam and CSI-A Valkenswaard. He is now 14th.
The
most impressive progression is without doubt the one of Eric Navet,
who went up 15 places (he is now 24th) thanks to his results in
Donaueschingen and Valkenswaard, and because he had no point dropped
from August last year.
Due
to late reception of results, the FEI/BCM Dressage Riders Rankings
will be available on FEI website later this week.
